The first decree was initially rejected by the Wolesi Jirga (Lower House of Parliament) about four and half months ago.

Meanwhile a number of lawmakers have said that the reason behind the rejection of the decree was that it gave too much authority to the electoral commissions selection committee and that the decree was in contravention of the Constitution.

Based on the new decree the structure of the selection committee will change and all commissioners of the election commissions will be replaced.
