Leaked documents shows that a Pakistan Inter-Services Intelligence (ISI) officer in 2009 paid $200,000 USD to a terrorist group to pave the ground for a suicide attack on the America Central Intelligence Agency (CIA) base in Afghanistan.
Documents obtained by a research institute at George Washington University in the United States reportedly show that ISI funded a Haqqani Network suicide attack on the CIA base in Khost province in Afghanistan.
The documents indicate that the attack was conducted by a suicide bomber driving a vehicle laden with explosives in which seven CIA employees were killed and six others wounded.
"During discussions at an unknown date between Haqqani, Salar, and an unidentified facilitator or facilitators, Haqqani and Salar were provided $200,000.00 to enable the attack," the cable reads.
According to the National Security Archive, "a series of cables from January 11, 2010 and February 6, 2010" also show how Jalaluddin Haqqani was struggling for funding after American resources dried up following the end of the Cold War, and began fundraising in the Gulf States.
The documents also reveal that the infamous Quetta Shura remained a source of Haqqani Network.
"Most of the Haqqani Network funding comes from Quetta Shura, Pakistan-based Taliban leadership," a September 24, 2009 cable says. It further adds that the network paid fighters who conducted attacks against coalition forces in Afghanistan.
"I would just say that we've been consistently clear with the highest levels of the Govement of Pakistan that it must target all militant groups, including the Haqqani Network, al-Qaeda, Lashkar-e Tayyiba. And the Govement of Pakistan itself, as you know, has repeatedly said it's not going to discriminate against a terrorist group regardless of their agenda or affiliation," the U.S Department of State spokesman John Kirby said recently.
The question is, despite Pakistan's dual policy on the fight against terrorism, why does the United States of America not bring pressure on Islamabad?
"Pakistan is still America's strategic friend in the region, but I think Pakistan's dual policy is not acceptable for U.S and finally the U.S will bring pressure on Pakistan" said Muhib Sharif a world affairs analyst.
"I think now the time has come that U.S will not trust Pakistan's honesty and U.S will not sit calm (over) what Pakistan is doing in the region," said Ghulam Farooq Majroh MP.
However, the Pakistan govement has on several occasions promised to help with Afghanistan's crisis but most people believe that a number of circles inside Pakistan's army support terrorist groups in Afghanistan for their own interests.
