The Deputy Spokesman for President Ashraf Ghani, Dawa Khan Menapal, said on Friday the president has ordered all security institutions to put a stop to the activities of illegal armed men.
"Legitimate use of force is only within the competence of the state and no one has the right to use weapons outside the framework of the state. The president ordered all security agencies to take serious action against these groups," Menapal said.
According to members of the national assembly, the activity of armed groups in the country has increased in recent years and most of them are supported from people inside the govement. The members say that the govement has to date not fulfilled its promises in neutralizing these groups.
National assembly members believe that the activities of irresponsible gun owners in provinces are as dangerous as the Taliban and al-Qaeda.
"These groups should be eliminated and all the promises of the leaders in disarmament should be implemented. These groups have activities which are as troubling and dangerous for our people as the Taliban and al-Qaeda," said Sharifi Balkhabi, an MP.
Meanwhile a number of senators believe that many of the illegal armed groups mobilized themselves to carry out fraud in the upcoming election.
"These illegal armed groups are looting and they wound people and oppress the people. Govement promised that it will resist them but it has not happened but now guns must be taken from them," said Mohammad Asif Sediqqi a senator.
They argue that the neglect toward these illegal armed groups demoralize security forces, cause inteal disturbances and increase crime in the country.
In a recent incident, illegal armed men in Takhar province killed a provincial council member, Ainuddin Rostaqi and Kunduz high way police commander Abdul Qahar Kharmabi along with his seven colleagues.
"When we sent our forces to Rostaq they had already fled the area," said Noor Mohammad Hakimi, Takhar's police chief.
Takhar residents also urge govement to take steps against illegal armed groups.
"Such incidents occurred a lot and we urge the govement to pay attention to our situation to decrease the anarchy and to listen to people's problems," said Miraj Sharifi a resident.
In the past illegal armed men were blamed of bullying, murder and illegal acts. And it is said that most of the illegal armed men kept their weapons from the past and try to rule in areas where govement is weak.
