The Presidential Palace said on Thursday there was no political motive behind merging Afghanistan Investment Support Agency (AISA) with the Ministry of Commerce and Industries (MoCI).

Shah Hussain Murtazawi, the deputy spokesman for President Ashraf Ghani, said the move was aimed at encouraging investment.

"The plan of merging AISA doesn't have a political motive, but it is aimed at easing the process of giving licenses to investors," Murtazawi added.

Ghani recently ordered the MoCI to prepare a specific plan for the merging of AISA with the ministry within a week. AISA officials showed strong reaction to this move by the president. Qurban Ali Haqjo, chief of AISA, said that this will create hurdles in their bid to attract investors. He said the move will also undermine the legitimacy of the govement.

A number of officials at the Afghanistan Chamber of Commerce and Industries (ACCI) and traders expressed their conces over the merging of AISA with the ministry, but said there should be one single address to issue licenses for investments.

"In my opinion, the govement should facilitate the issuing of licenses to investors through a single source with more ease, so as to attract investment. On the other hand, we cannot ignore the activities of AISA, it was an important organization and will remain so," said Mohammad Yunus Mohmand, a trader.

A number of economic experts said AISA was needed.

"I think we should wait to see how this organization will function onward. But, in general we should say that it is an important organization and its presence beside the govement institutions is important," said Salim Sarem, an economic expert.

The decision regarding the merging of AISA with the MoCI came recently in a session of the high economic council, while the Chief Executive Officer, Abdullah Abdullah, was present.
