Govt Accused Of Sabotaging Electoral Reforms Process

The former head of the Independent Election Commission (IEC), Fazel Ahmad Manawi, has said the National Unity Govement does not have the will to bring about reforms to the electoral system and that there are a number of circles within govement that do not want reforms to happen.

"Circles at the Presidential Palace are sabotaging the electoral reforms process," he said.

Meanwhile, electoral monitoring organizations said there is no legal barrier regarding the reforms process and that govement's excuses have delayed the process.

"There is no legal barrier for the electoral reforms process. Govement does not have the will for this purpose and it is the biggest obstacle for the process," said Sughra Saadat, spokesperson of Transparent Election Foundation of Afghanistan.

However, the Chief Executive office said they are discussing the issue with the Supreme Court and the committee of oversight and monitoring the implementation of the Constitution in order to find a legal way to kick off the electoral reforms process.

"There have been improvements in the electoral reforms process. We are waiting for the view of the Supreme Court and the committee of oversight and monitoring the implementation of the Constitution on this matter," said the CEO's spokesman Mujib Rahman Rahimi.

The reforms process faced a deadlock after the Wolesi Jirga (Lower House of Parliament) rejected President Ashraf Ghani's legislative decree on electoral reforms.
